    Social Value of Marine and Coastal Protected Areas in England and Wales.

    The U.K. government is committed to establishing a coherent network of marine protected areas by 2012 and the recentMarine and Coastal Access Act, 2009 will designate marine conservation zones and provide wider access rights to the coast. To fulfill these goals, this article argues the need for a clearer, shared understanding of the social value of protected areas in creating new designations and managing existing ones. Although marine and coastal environments attract many people and are vitally important in terms of realized and potential social value, the majority of the public in the United Kingdom lacks understanding and awareness regarding them. Combined with this, the social value of marine and coastal protected areas (MCPAs) have been largely ignored relative to conservation and economics, with the latter invariably taking precedence in environmental policymaking. Social value reflects the complex, individual responses that people experience in a given place. Many reasons determine why one area is valued above another, and this research investigates the social value of MCPAs from a practitioner’s perspective through a series of interviews. Understanding why we “socially” value MCPAs will ultimately equip managers with an informed understanding of these spaces, influence management decisions, and, potentially, policymaking. This article defines social value in the context of MCPAs in England and Wales from a practitioner perspective, explores key concepts, and suggests possible improvements in decision-making

    Estimated trophic state effects and abatement costs in connection with improved urban sewage treatment in the Gulf of Riga

    Environmental conflicts of interest are important to account for when environmental policies are designed. This paper explores the quantitative connection between urban waste water treatment, coastal eutrophication, and fish biomass in the mesotrophic Gulf of Riga (northern Europe). The probable effect on the water quality from one clearly defined abatement measure, improved urban sewage treatment has been studied. Furthermore, the implementation cost and the likely effect on total fish biomass have also been assessed. Computer simulations using the previously published model CoastMab suggested that good water quality according to the EU Marine Strategy Framework Directive could be achieved if urban sewage treatment would be upgraded to Nordic and German standards, and not only around the Gulf of Riga but in the whole Baltic Sea drainage basin. The Secchi depth would double according to these simulations while total phosphorus and summer chlorophyll concentrations would decrease by 54% and 53%, respectively. The total fish biomass should be expected to decrease by about 42% if “good” water quality (as defined in European Union directives) should be achieved. However, changes in total fish biomass could also be offset by changes in other important determinants such as climate related variables or fishing pressure. The study estimated that it could take about 20-40 years after abatement action for the trophic state in the Gulf to stabilise again. Upgrading urban sewage treatment to this extent would cost 468-1,118 million euros per year. Treatment could have substantial positive effects on the water quality of the Gulf but could also have adverse side effects on the total fish biomass

    Climate-driven changes in winter abundance of a migratory waterbird in relation to EU protected areas

    AimSpecies are responding to climate change by changing their distributions, creating debate about the effectiveness of existing networks of protected areas. As a contribution to this debate, we assess whether regional winter abundances and distribution of the Smew Mergellus albellus, a migratory waterbird species listed on Annex I (EU Birds Directive) that overwinters exclusively in European wetlands, changed during 1990-2011, the role of global warming in driving distributional changes and the effectiveness of the network of Special Protection Areas (SPAs, EU Birds Directive) in the context of climate change. LocationEurope. MethodsWe used site-specific counts (6,883 sites) from 16 countries covering the entire flyway to estimate annual abundance indices and trends at country, region (north-eastern, central and south-western) and flyway scales, inside and outside SPAs. We fitted autoregressive models to assess the effect of winter temperature on the annual abundance indices whilst accounting for autocorrelation. ResultsThe Smew wintering distribution shifted north-eastwards in Europe in accordance with the predictions of global warming, with increasing numbers in the north-eastern region and declines in the central region. Trends in wintering numbers were more positive in SPAs on the north-eastern and south-western part of the flyway. However, a large proportion of the wintering population remains unprotected in north-eastern areas outside of the existing SPA network. Main conclusionsSPAs accommodated climate-driven abundance changes in the north-eastern region of the wintering distribution by supporting increasing numbers of Smew in traditional and newly colonized areas. However, we highlight gaps in the current network, suggesting that urgent policy responses are needed. Given rapid changes in species distributions, we urge regular national and international assessments of the adequacy of the EU Natura 2000 network to ensure coherence in site-safeguard networks for this and other species
